Is it possible to get travel docs issued during landing?

You have to apply for travel documents outside of Canada, you can't do that from within.
It's mean for Canadian PRs, travelling without a PR or without a valid PR card.
After landing you will get your PR card mailed to you, if you travel before you get it, you will have
to apply for travel documents.
