Traveling from Romania

I have a friend who is a Romanian Citizen working in Italy with a Romanian passport. Would she be able to travel from Italy to Canada for a few weeks. Could she cross the border into the USA for a visit? What paper work if any is needed?

She would need to apply for Visit Visa for Canada and B2 Visa for the United States.
