When you arrive in Toronto, you quarantine for 14 days. Whoever you are with must also quarantine. Then because Nova Scotia has mandatory quarantine for everyone entering, you quarantine again for 14 days when you land. Again, if you are living with other people, they must quarantine too. No exceptions.
