I would like to know if once you have applied for being a common law parter being in Canada but from outland, you are able to travel or you have to wait to be approved.
In case that you are able to travel after applying: Do Immigration department give you a paper for presenting it to the border officer while your application is being processing?

If it's outland, you can travel. Its only when its inland, travel is not recommended.
 
I know that, my question is since when can I travel, as soon as you apply? Do they give you a paper for that?

No, if you want to travel in and out of Canada it will have nothing to do with the outland app in process. You need to make sure you have a visa-exempt passport, or have a sufficient visa (i.e. multi entry TRV, student visa, etc) to enter Canada again if you leave.

When entering Canada, it's good to have proof of your PR app in progress since CBSA is usually more lenient on travelers with PR apps in the system already. However entry to Canada is never guaranteed.
