Travel while work permit application in process

Hello all,

I am a Canadian born citizen, engaged to a South African born citizen and we are currently living in Cape Town, South Africa. My Fiancée has a valid multiple entry TRV and we will both be heading to Ontario at the end of July - I have a one-way ticket, she has a round trip ticket (staying until mid January).

My question is, if she applies for a work permit while still in South Africa, is she allowed to travel to Canada while the permit is in process, or must she wait at home until she has received approval or rejection?

I assume she has a job offer from an employer in Canada and an approved Labour Market Opinion?
