Travel (non-immigrant) visa to USA for Canadian Permanent Resident

My wife has been a Canadian Permanent Resident for almost 2 years. She applied for a travel visa to the USA twice and was denied both times for the 214(b) reason.

Is there a place in Montreal where she could go to get advice and build up a strong case to present to her next interview?
