If their PR application is in processing, does one need to inform IRCC about their 1–2 months travel to another country ? Is a PCC required to be submitted to IRCC for this visit ?

Depends on which stream you apply under. If, for example, you apply for Inland Spousal sponsorship (SCPLC), you're advised not to leave Canada, because if you are refused re-entry, your app is toast.
