Travel Document requirements

My wife has been living in India for last 3 years, 2009/2012; I am a Canadian citizen and traveling back and forth. So she has met the residency obligations. However her PR card is expired. I am being told the best option is to fly her into US and drive into the country. The other option is to apply for a travel document in India. Is Indian travel document process cumbersome? Can anyone suggest which is the best option? She still has over 120 days of eligible days to meet residency obligations. Is it better to apply for travel document? Can I just apply for her PR card on her behalf and mail it to her? Any suggestions will be greatly appreciated

Do not apply to renew PR card or for a travel document if she does not meet residency requirements. She has to be in Canada when applying for renewal.
