Translate my University Certificate from Arabic into English

Hi All,

I want to Translate my University Certificate from Arabic into English. Can anyone know the steps to Authenticate the Translation of the University Certificate?

Should I Authenticate the Arabic version first, then Translate it, then Authenticate the Translated one? is this order correct in Egypt?

Also, do anyone know a Translation Office that is recolonized by the Canadian Embassy in Cairo?
