Transit trough Toronto

Hi! I landed in Toronto few weeks ago and came back to my home country without PRcard, I applied for PRTD and plan to travel to another country with transit in Toronto. Is it possible to go out to the city due to long transit time ?( with all this corona situation)?

Not right now. If you leave the airport you must quarantine for 14 days.
