What is the possibility of transferring the asylum case of my sister from UK to Canada? Taking into consideration that we are Syrian and I am Permanent Resident of Canada.

But you can sponsor her if she's under 22 but you cannot be on welfare

Don't know where you got that completely wrong information from. OP does not qualify to sponsor their sister.
