That is what you want, you need your University Mark Sheets in an a university sealed envelope. (Mark sheets=transcripts)

but they dont give that, but i can have teh notarized copy of that. as its issued by the university or board

Everyone else that has applied has got their mark sheets in a university sealed envelope.  If you don't wish to do it, it is your choice.

uh, other people from india have gotten it. I know this for a fact. Maybe not every university does it because india has a lot of stand alone colleges without a computer system but the guys with universities that have computer system are doing it.
University envelope is important. Otherwise you can take a chance and send in your notarized marksheet and if it doesn't work, you loose out. There are others on here who say it works, but I don't know that as a fact. If you don't mind the risk, I think you have no other choice so go ahead and submit your notarized copies. The risk is that you could loose your application fee.

If notarized copies will readily work, trust me, most of us living overseas, will go for notarized transcripts. I had to wait a month to get one of my transcripts and others find it a long and agonizing process.

Like PMM said, its your choice.
