"When all else fails, read the instructions"

When CIC/CHC says they want transcripts/marksheets in university sealed envelopes, they want them in university sealed envelope. Send exactly what they ask, your life will be simpler

I second PMM send your docs the way CIC requests otherwise you only slowing down your process, you could also be rejected if your education is critical in obtaining points.

Follow what is written in black and white. CIC website is your best source, do exactly what it says.

hi . i have a question, i would be glad if some one clarify this.. i have all of my certificates and transcripts also ... now what should i do? send the notarized copy of all certificates in one envelope.. and allthe tanscripts in university sealed envelope? and can nybody tell me what does it mean by sealed envelope ? pls need the answer from senior member . sorry for stupid question.. but i dont want to make mistake. thank u.

I have recently got the transcripts in university sealed envelopes from three Universities (one for my wife, two for me) in Punjab, INDIA.

Procedure is simple and streightforward:
Go to the University Examination Department. Take your Original University Degree and transcripts, your proof of Identity (passport will be good) and Fee. They will check your originals, take photocopies and Fee, and will give some date for collection or will take your mailing address.

What the sealed envelop will contain:
A covering letter (generic or addressing to the Visa officer if you provide the information)
Sealed Envelop will conatin the photocopies of your original transcripts atteted, verified and stapmed with university seal.

OR
A covering letter (generic or addressing to the Visa officer if you provide the information)
Sealed Envelop will conatin a document with summary document of your marksheets of all semesters/years atteted, verified and stapmed with university seal.

It may contain the address of your local CHC in case you provide.

Regards,
Pankaj

I has send a similar quert to embassy and please find their response below
Dear Sir/Madam,

This is in response to your recent email enquiry to the Immigration Section of the Canadian High Commission in New Delhi.

The sealed transcripts must originate from and bear the seal of the educational institution which originally issued the transcripts. If the college, affiliated with the university, is the original issuer of the transcripts, you may submit the transcripts sealed by the college. If not, then you must obtain sealed transcripts from the university.

Universities in India are familiar with our requirements and have not, to date, refused to issue sealed transcripts. If you are unable to obtain sealed transcripts, you may submit notarized transcripts however, they will be subject to close scrutiny and the visa officer may still require sealed transcripts.

We trust that this information will be of assistance.

This was also a big confusion for me but not now, the answer from my friend is "I received a letter as on 4-4-2009 along with a check list. I compare the checklist with Visa Office Specific Instructions Islamabad ( IMM 7020 E (08-2008) and noted that the checklist and Visa office instructions are not in agreement with each other i.e., check list point 7 copies of educational documents to be submitted whereas in IMM 7020 E Original sealed Transcripts & documents are required to submit" so do what your Checklist says, as you have to send it as a cover letter to your CHC.
Cheers! :)
