Hi, I am not able to find the link in Himachal University website for transcript (for WES purpose)

I did back in 2019 through a connection in HPU who completed the process in-person. HPU's COE mailed the transcripts directly to WES. There was no online process to apply for transcripts back then. Not sure about the current situation.
