Traffic Safety Certificate

My brother stayed in brisbane, Aus for phd study for around 4 year but didn't buy a car nor drove. In express entry is there any requirement for traffic safety certificate?
Is that a mandatory requirement to process express entry?
Please let me know it will be a great help.

See here specifically for anyone who has not held a licence. Police certificates are mandatory for EE or any PR program

Thanks for your response.
I have seen it. But my brother didn't have any driving license. He took his police clearance back in 2016. But they didn't provide any traffic safety certificate at that time.
What should he do now?
