TR to PR application for spousal open work permit holder

Hi everyone. My brother holds an open work permit (spouse of international student) and works as a health care worker. His one year will be completed on November 5, 2021, the day on which the public policy is said to end. Are open work permit holders eligible to apply for TR to PR? If so, what is the closing time on EST for November 5? Moreover, is police clearance required from inside Canada (of course, from home country he has already received). Any ideas or suggestions and/or similar spousal work permit holder's suggestions would be greatly appreciated. Thanks in advance.

If he is eligible for the program, he can apply by November 5. Most likely end of day. All information is on the TR to PR website.

Has anyone withdrawn application for TR to PR. If so, how did you do it and have you received refund for that.
