Tourist then sponsor or the other way around?

I need some advice, please =)

Which is better to invite your parents to come as a tourist then submit your sponsorship application afterwards, or submitting your sponsorship application then invite them to come as a visitor?

I heard someone did the first one and his parents had been living with him for four years while the papers are being processed, and his parents doesn't have to leave the country. If, it is the other way around, do you think it is also possible to let parents stay for extended period here in Canada while the sposorship application is being processed?
