Hi going by what you specified: "cheap living and good job prospects. " I doubt if you can have both together.

Its all depends on what you define as "cheap " or "good job prospects ".

Cheap was when i shared a 2 bedroom apt. with 4 of my buddies in Northern Alberta in the summer months just so I could save $400 a month on rent. A room was $800. Sharing meant paying only $400. That was cheap.
You can live cheap even in an expensive place if you don't mind a little discomfort .

If you just want affordability there is good ol Manitoba. Living expense is low compared to a lot of major cities. There are decent jobs in Manitoba but what you define as good job prospect am not sure once again.

The wages in Alberta are high compared to Toronto but cost of living is also high too in Alberta. Really boils down to your lifestyle and financial management.

Just watch out for when the price of oil dips. Everyone gets the pinch.

Alberta is really good for work experience and good paying jobs than Toronto.

Thats my verdict.
