They receive a lot of mail so maybe they haven't processed the withdrawal yet.
At this point CIC will either do as he has requested and withdraw or continue processing. There's nothing more he can do to influence the decision.
All he can do is wait and hope for the best. Yes - something negative could happen. But again - at this point all he can do is wait.

From cases I have heard about, they will most likely accept his withdrawal. Like I told you before, he is the cause of his own stress for applying too early, not even once but twice. You tell him to chill and wait. Immigration is slow. There is nothing else he can do anyway and this is my last reply on this matter. You have asked enough. The reply is always the same.
