Hi Zakout76, if your IELTS Exam is prior to Nov.28, 2008 then it is no longer valid. Remember that the test is valid for 1 year. If you are apllying now for FSW1 then your test should be from Jan.2009 at the most.

For initial application, you do not need to sit for IELTS. You could claim the 5 points you need to make it to 67 and if you receive AOR, during the 120 period prior to sending the full documents to your local visa office, re-take IELTS. Also, the better your english skills are, the easier it´ll be to settle in Canada once you arrive. No use in going if you can´t speak the language well...in my opinion.

my question clear, if i will apply to canada for fast track the officer will use my ielts result according to old system or new system , according to my suotation if officer use the ielts result according to old system then i can reach the points, i hope my question clear?

If you did you IELTS on the 01/12/09 it is obviously the new point system.

It means that visa officers should check old applications against the new table if it gives you more points.

It will not help you because you have a new application and you want it to be checked against the old table. Even though you can ask them to do this and they might be in a really good mood and want to do it, they may not even be allowed to.

Just study for the IELTS and take it again.
