I used to live in the United States and according to the rules need to obtain police clearances from the FBI and six states. However, mail service to my country is very slow and it is unlikely that I will be able to get my hands on all seven documents at the same time without some of them expiring after the 3 month mark. This is especially true since it takes the FBI around 14 weeks to process a request.

Is it ok if I send in just the FBI clearance and state in a cover letter that the other will follow soon? It seems like there must be some way to avoid postal issues like this one.

as per I know about all State DOJ certificate (Department of justice) PCC's will take maximum 2weeks, but FBI clearance will take time to get.
if you stay >6months in the USA's different states then you must have to provide it. I stayed different states and I went nearest live scan in the USA and get scan for all state DOJ certificate on same time.

I'm not sure what you mean by PCC, nor what is a "live scan". I am not in the United States and can only send fingerprint requests on paper by mail. I do not have a visa to enter the United States, my old visa has expired.

Did CIC request the state certificates? You know you only have to get them if they requested them, otherwise you only need the FBI. http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp

thats fine, send finger printed one, but can you tell me, you stayed > 6months in each state which you want Police Clearance Certificate (PCC) (its department of justice will issue called DOJ even for outside usa too, yes live scan is in USA only.).
one more important question even PMM also asked you that is VO/CHC requested to you for the all state Police clearance of USA. for me VO/CHC requested. if VO/CHC not requested then dont apply or required.

Yes, I spent six months or more in six different states.

Some of the acronyms are a bit confusing. PMM? VO/CHC? OMM? Makes me feel like I'm in the army.

comon , you are not in the Army, these are the short name, read more in the comunity, you dont know about even CHC? its Canadian High Commission all CHC address TO: start by :Canadian High Commission then address. VO is visa officer even some people says visa office too. for an example of New delhi CHC is
address:

Canadian High Commission
Immigration Section
P.O. Box 5209
New Delhi
110021, India

means here and other forums even people talk short name like CHC, VO, RPRF, LMO, AOR etc, even visa office also use short name in communication like RPRF etc.. I hope you get it.....
I suggest you please read more in this forum.
