I am wondering, how's the visa success rate based on Toefl/PTE Home Edition test.

IRCC doesn’t consider the test only IELTS or CELPIP. So success will not be dependant on the test.

No.
If non SDS you don’t need to include language tests and only IELTS/CELPIP are accepted. Always good to include language tests to show you can read, write and speak English.
