Consider sending a registered letter with PR copy to CIC stating that since renewal of PR taking so long, what they can suggest. Attach a copy of their reply and apply for visa from your country. *** I found its weird but then, its CIC.
Regular processing is taking that long however, urgent processing takes a much shorter period of time for people with no residency issues or doubts. I applied for mine last year (while I was in the process of applying for citizenship), and it took 2 weeks for renewal, between them receiving the application and me receiving the new card.
