Hello everyone! So this is my situation:

My husband to-be got a work permit because the company where he is working offered him a transfer to Canada. He is going to move to Canada in June and he plans to live there permanently. But I will be in China for studies for a year. We plan on marrying now, or maybe when I come back from China. Will he be able to sponsor me as his wife next year? I do we have to wait until he is a permanent resident?

Hi

As a Temporary Foreign Worker, he can't sponsor you. You may be able to get a work permit depending on his job. If you get married, he would need to include you in his permanent residency application.
