To apply for work visa while PR file is in Process

My wife is in Canada on visitor visa. Her PR file is in process. I got my PR. Does my wife can apply for Work Permit?

Did you file inland? If so and have AOR, she can apply for a work permit.

at the time of PR application she was outside Canada. Then she applied for Visitor Visa (because PR file was taking too long) and came to canada on Visitor permit 1.5 months ago. She has AOR for her PR file.

Actually I applied for mine and her PR together under one file. But somehow I got my COPR and PR card and I am still waiting on her update.

She does not qualify for an open work permit in this case.

As @scylla said she is not eligible for a work permit because you applied outland. She will need to wait for PR to be processed.
