To start with, I think applicants with previous refusals may be postponed in favor of applicants with no previous refusals. This is because a decision for such applications may be trickier to make for the officer reviewing them as that would mean that they may have to pursue further investigations as to why an applicant was initially refused by reading the previous officer's notes and the applicant's response (if there's any) to the IRCC concerns stated in their refusal letter.
