If you want to work then you need a LMIA with job offer from a Canadian employer. The LMIA proves no Canadian has the work experience, education and language skills to do the job, only you. Then you can apply for a closed work permit.

Depending on your specific education and expertise (e.g. if it's an actual engineering degree/job or some other tech industry jobs), as a Mexican citizen you may be eligible for CUSMA professionals visa (or as was called before NAFTA). Under this you'd be exempt from the LMIA requirement @steaky mentioned above (I believe the employer has to provide some info to government).

See here: https://www.canadavisa.com/nafta-professionals.html

My understanding is that it's fairly simple, you can look for a job and if you get an offer, you'd apply at a border entry (land or airport) with the info and get the visa/approval on the spot. That said I have no experience with this myself and I hope I'm explaining it reasonably accurately.

(Note the source above was just the first simple description I found - which happens to be on the site of the immigration firm which sponsors this forum. They have a good reputation, but do your own research / check against govt info / shop around if you want legal assistance.

Canadian government site is here:

If Mexican citizen, get ECA for degree, take language tests, compile job/reference letters from past jobs. Check the CUSMA list and see if your NOC is listed for a LMIA exempt work permit with job offer. Most CUSMA NOCs are professional meaning software engineer as an example. Your degree must match the NOC. So if looking for IT jobs, your degree must be in that field. Once you have job offer then apply for closed work permit at port of entry. So you can apply for jobs but you need to be clear to potential employers that you are eligible through CUSMA.

The IT field has few jobs but if you are highly skilled and educated you may get lucky.
