I was asked to explain "How I will settle successfully in Canada".
What is this question asking for exactly?Do they want to know why I won't experience
culture shock in Canada or are they after something more pragmatic, like
how I will find accommodation and employment?

We're asking because this is an unusual question to be asked for this type of application. It sometimes happens, but your phrasing is confusing. This is usually asked by IRCC, not the "visa processing centre". Or were you indeed referring to IRCC? A "visa processing centre" usually refers to a VAC, which is a third party that receives applications on behalf of IRCC.

Sorry for the confusion. Yes, it is a PR based on work skills (federal skilled worker)
I'm dealing with VAC because I'm currently living abroad and my application is dealt with a VRC outside of Canada. They are acting on behalf of IRCC.

But anyway, to answer your question, you do have the correct idea from the original post...dealing with career, housing, education upgrading, language, culture, any kids, etc.

By "housing", what would you write? There's not much to write beside "stay in a motel/air bnb for the first few weeks while looking for an accommodation", right?

Yup something like that. Include budget, potential areas, etc. etc.

It doesn't have to be too detailed, but just to show that you have a plan.
