There are different programs for PR. The popular one is Express Entry.
GO to IRCC and check what your eligibility is (min 67 points needed). Although, this would be accurate if you get your Language tests and ECA for education.

Do you have a job offer letter from an employer in BC or got your Masters/PhD in BC? If not you aren’t not eligible.

Ok but if you don't have a job offer then you are not eligible for BC PNP program.

Canada Visa is a law firm that provides guidance to submit an application. You don't have an Express account with the Canadian government or with BC. Assume you have completed ECAs and IELTS to submit a profile.
