As the express entry is looming, we don't know the new rules but we're all hoping it comes for the best.
There's something very confusing though, it's the JOB OFFER. Most of the skills that applicants have are obtained overseas and so they need to be authorized first under the Canadian law. In other words, to work as an accountant for example you need first to get a licence by registering as a chartered accountant in Canada, and this requires a lot of efforts and passing a certain test that only takes place in Canada!!
So how in the world will a Canadian employer hire a foreign employee (who's located overseas) knowing that this employee is not authorized to work for him unless he get the required licence first???
 
This would be a problem for people in regulated occupations. (lawyers, engineers, teachers, doctors, etc.) some of the licenses are transferable between different jurisdictions. But for some that aren't transferable, they might need to go to school, take professional exams, or work under someone with the license before they can practice on their own.

Many others who are not in a regulated occupations, they just need to prove their experience to CIC and prospective employer. But to get a job in Canada without Canadian experience is also close to impossible...I guess CIC wants to leave the decision to the job market.
