Today I am starting to find media articles about it. It is not in English so I don't make sense to post the link.
I translate some of the context below. I ain't a translator so the meanings on verbs and adjectives might be slightly off. It says:
This is the first time CIC made its mistake on mass email delivery.
CIC indicated: although CIC has been always aiming the best service standard for applicants (LFMAO), human errors do happen on January 18th and wrong RPRF emails had been sent to about 9000 people.
CIC reassures that applicants not to worry about the outcome. The fault was on CIC side and was not from application files.

My take-away is there are about 9000 people received these wrong RPRF emails. On this forum someone indicated they receive emails even after their landings, given this, I am estimating CIC has a backlog on old CEC for at least thousands.

We know the backlog is 6000, this was stated by the Toronto Star article in November that I was part of

If they work hard and manage to finalise one application per day, they'll have the backlog cleared by June 26, 2032! :o

In order to clear the backlog in 1 year, they need to finalise an average of 16.4 applications per day.

I wonder how big of a team they have working on this?

Good maths.
I am not sure how things work at CIC.
In my office, no one is, nor willing to work on year 2014 design project files. Perhaps, sometimes we pick the most junior dude to causally look at really old design project files.

Yeah I get the feeling that there are a few people who've shown up late to work too many times and are being punished by having to deal with the old applications. It doesn't seem like there's a priority at all, and it would actually take a huge commitment from them to get everything done. Pressure from the media will probably be the only thing that kicks them into gear.
