the effect of new study permit regulations on future re-admittance

i just read that the penalty for violating the 2014 june study permit regulations will be an exclusion order for misrepresentation (2 year exclusion). would that affect chances of PR under family sponsorship? misrepresentation is considered an inadmissibility under IRPA.

Yes - misrepresentation impacts a family sponsorship application. The application can't be processed while someone is serving out a misrepresentation ban.
