The best way to attach photos to application?

I have had the required 8x photos taken for my application. I'm now just wondering what the best way to attach them to application would be? Do I just drop them in the envelope complete lose or should I paperclip them to a sheet of paper?

I just stuck them in the envelope. That's it.
