My friend of mine asking for advice:

He forgot to mention on his inland spousal sponsorship application about his previous TWP refusal as he forgot the exact date and year but he said it’s between 2009 to 2010 and its already 7 months submitted to cic. He only mentioned on his application his visitor refusal year 2016 with a letter of explanation.

His question below:

He wants to know if he can still advice cic about it?if yes, How he can to inform cic? Does he need a lawyer to inform cic? He was asking me but I don’t know what to say.

He can send a webform and explain the situation that why he didin't mention it at first.

Submit an updated form with the missing information before IRCC asks about it. Sooner the better. It mistakes like that than can result in a ban for misrepresentation. If you submit the info before they ask, they generally let it go. If they ask about it, it’s probably too late.

Hi again, my friend’s lawyer said it was fine because he ticked “yes” already on schedule A so nothing to worry about and he mentioned other refusal anyway and even he didn’t mention this one (TWP)refusal. Is this true on your opinion? Thanks!

Not true. He needs to send a Webform ASAP. He was required to disclose details of all refusals.
