If anyone has the slightest idea, that would be a great help.

I want to receive child benefit for my Canadian child but they require my husband to have a TIN. We need to file our taxes by April 30th. (Husband under sponsorship application with implied status) Should my husband just send his application in and hopefully expect for him to get his TIN by the time we need to file for taxes or is there a way I can file both together.

Also regarding the form itself T1261, my husband is from England and does not have a tax number as they don't usually do it like that.

Nobody files taxes "together" in Canada, everyone must file their own tax return. Typically when a Canadian is married to a non-resident they will indicate marital status on tax return, and that spouse is a non-resident with no SIN. CRA will typically then ask for more info including spouse's world income earned outside of Canada, for sake of calculating "family" income for benefit calculation.

You are saying the CRA is asking for your spouses's American TIN from the IRS, even though he's not American??

He is British, and they want him to get a TIN from Canada until he is eligible for a SIN . And what i meant by together is his tax return and the application for TIN, not applying both our taxes together.

In Canada it's called an ITN - Individual Tax Number. As you noted above, it's CRA form T1261.
TIN (Taxpayer Identification Number) is the US term from IRS.

How long has he been in Canada?
Has he been earning worldwide income while in Canada?
 
My bad! He's been in Canada since august 19 and was not earning in 2017 in his previous country or canada.

In that case, I would apply for the ITN for him, and he can do a Canadian tax return for 2017 with income of zero.

Since he is living with you in Canada and earned no income in 2017, you are supporting him so can also claim him under the "spouse amount" in your own 2017 taxes for an extra credit.

Note that CRA will actually require your husband's 2016 worldwide income to calculate your current child benefit. Are you are currently receiving the benefit or is this an initial application?
