Temporary Resident Visa

Hi,

I am on an open work permit (single entry) expiring 10/25/13. I am planning to visit my home country next week, for a month. I do not have a Temporary Resident Visa. Can I apply for the before I leave and come back later? I do not have any permanent job and I think I would not be able to apply this from outside Canada. I can ask my friends to post the document to me before I arrive.

Is this possible?

Apply as per information on this link since you are within Canada...150 dollars for multiple entry, you need your passport, 2 photographs, work permit copy and application form to be sent out to CPP-ottawa.

I just read on the immigration website that TRV can be processed online now (from Dec 15, 2012). Can I apply for that and leave Canada before I receive it?
