Temporary Resident Permit (TRP) fees

Hi all

I was told that before they are able to issue SJTDs, they require Temporary Resident Permit (TRP) fees to be paid for each family member. The TRP processing fees are required in order to overcome the fact that I do not meet the requirement of holding travel documents acceptable for travel to Canada.CAD 1000 (TRP processing fee of CAD 250 x 4)

Is this fees are existed?

I'm seeking an accurate answer from someone who is expert on such issues
