It is not showing 15 points even if you are including English as second languague and responding "no" to the question "did you take a test?". That´s weird. You should have add those 15 points. Report technical issue as @Peacekeeper87 is suggesting to you.

Too bad that IELTS is not offered in your country because you could get 30 points instead of 15 (reading your posts, I believe you could get the minimun CLB 5 required)

Just to update this.

With the update they did last weekend, it seems that this glitch has been fixed.

You can now get the 15 points without an english exam.

Thanks to all that answered and offered advice.
 
I think I understood the problem.
I think there is a discrepancy indeed in the way CRS score is calculated in this case.
The CRS tool and EE CRS calculation will only give you 15 points if you actually take an IELTS exam and score less than CLB4.
However, the website clearly indicates that you can get the points even if one hasn't taken an english test...

In other words, you only get 15 points if you answer "yes" to the question of second language test, and select score of CLB 4 or less (even with lowest bands). Just tested it.

I HAVE 8 7 7.5 7 in IELTS , what if I write TEF but don’t do very well will I earn some points ?
