Assume you are in BC now. Have you looked at the career opportunities in BC universities? only a few to search so should be easy to find out. Each university will have a careers page. You need a full time, permanent position and most positions are part time.

Not necessarily. OP is a Ph.D. and looking at positions in philosophy so would be at the university or college level. This does not require teacher certification.
