No you can't claim parents as dependents.

Yes and they need to declare any foreign income.

Remember that the default definitive of "family" here is you, your spouse and your kids.
Your parents are considered as an extended family. Only your kids are your dependent. (tax, health insurance, extended insurance covered by your employers, invitation to parties ...etc)
