Hi,

I was working in Canada since January 2013 till June 2013, and then I moved to US (since July 2013 till January 2014).

This year (2014) I got my PR and landed to Canada.

Now, I am need to pay taxes for 2013.

Should I declare my income in US in 2013 or not ?

When I was working in US, I wasn't PR yet, but my application was already submitted.
 
Taxation in Canada is based on your world income. When I filed my first income tax return (2012), I had worked in Canada for about 2 months, and 6 months in my home country. My home country income went under Line 104 with a notation that it was Foreign employment income. This amount can affect you or your spouse's provincial rebates (GST/HST, Trillium in ON), so make sure you report it.
 
I need your guidance in following matters

1. I did short landing in 2012 and in 2014 I am back, do I need to file tax perhaps I am not earning now.(landed in march 2014)
2. Will child tax benefit be delayed till early next year 2015 when i will be eligible to file a tax?

File your tax returns for 2012 and 2013. There are spaces to indicate when you arrived in Canada and when you left, so it doesn't matter that you didn't stay long after your first landing. The first time is when you officially became a PR, so you need to account for your income starting at that date. Even if you are not working, you may still be eligible for Child Tax Benefit and Universal Child Care Benefit, but in order to find out, you must file your tax returns. It doesn't matter if you are unemployed at this time, you have to file the returns and the appropriate forms to qualify.
