Taking break in summer and work permit issue

Hello,
I am a international student. I came to canada in spetember 2018, and enrolled in a 1 year program. My course will be complete in may 2019.
I thought i would get summer break but the college i am studying they are not offering summer break. There is also an ongoing issue about work permit that, i will get work permit of one year if i study one year. I need to take this summer break. After that i will do one more course of 1 year from the college i am enrolled or any different college. And planning to apply for work permit.
If i take this summer break by my own, will it be a problem for getting a 3 year work permit ?

Can anyone please give ideas about my problem and describe me about ongoing work permit issues.

If you take an unscheduled break during your first program, then you should only be expecting to receive a 1 year PGWP once you finish your second program.
