Good evening!

I am an October 2014 applicant and I received 2 emails from Immigration Canada since yesterday. One was for my medical exam (yay!) and in the other they asked:
- copies of my T4 for 2013 and 2014 (I submitted my 2012 T4 with my application and a letter + contract from my boss stating that I've been working full time for him since). The thing is I don't have a T4 for 2013 and 2014 as I paid my own taxes myself...
- notice of assessment for my taxes (I'm going to call Canada Revenue Agency on Thursday to ask them: I paid my 2013 taxes and I'm paying my 2014 ones right now, but it will take me a few months as its a lot of money)
- police check from Israel. I am flying to Toronto in 2 weeks to get it, but the Consulate is asking for the name one one person to send it to. I explained to them that it's for my PR but they don't care. They still want the name of one agent to send it... And believe me: you don't want to mess fm with them...

Any tips regarding my T4 and my consulate issue? I know not all the employers give a T4, so how could I explain them (again) that I can't provide it?

Which means that CIC correctly suspects that your 2013-14 experience is self-employed, and therefore cannot be counted towards the CEC class.

Depending on many details that you have not provided, it is possible that you could get a ruling from the CRA that you are in an employer-employee relationship, despite payment arrangements.

You should have done this long ago, this information was in the instruction guide at the time you applied. It will take time to get a ruling from the CRA. If you apply for a ruling and you don't get a response from the CRA before CIC's deadline, do NOT ignore the deadline, provide a response to CIC that you have applied for a ruling from the CRA, provide copies of everything.

Provide the NOA (assuming you have it) even if you still owe taxes, it demonstrates that you filed your return. Delaying filing does not change your tax obligation, there's no reason to wait. Provide what you have with an explanation if necessary.

Well, if you earn more than ~500, they are legally required to provide it, or a T4A if it is self-employed income. If they don't provide it, well, they aren't very "legitimate".
 
Thank you so much for your answer... Now I am panicking... I was only working for my boss, as I had a closed working visa, and I had no clue this would be against my case... For me I was still working for one employer, same job, I just needed to pay my taxes myself.

My boss was very clear: if I didn't want this I would have to find another job...and the ruling would have to be made before yesterday for 2014...

Do you think that means that I am no longer good for CEC? Should I try EE even though I don't have enough points? I really had no idea as I didn't consider myself self employed: my boss told me it wouldn't change anything...

It's not good news, sorry, I didn't notice the deadline to request the ruling before you pointed it out.

Whatever you do, do NOT ignore CIC requests, that will pretty much be an automatic refusal.

Your best bet is to write a letter of explanation, that your employer changed the payment arrangements, but you continued to work solely for that one employer, explain that you missed the deadline to request a ruling from the CRA, and describe your relationship (based on the "factors to consider" described on the CRA website). Chances of success aren't good, but you've come this far, you have to take your shot, right? It might work, stranger things have happened...

Send your NOAs, and any documentation you may have of your remuneration, since you don't have a T4/T4A; do you have any invoices, paystubs, record of employment, anything?
 
I actually called Canada Revenue Agency, and the people are so nice there! I filled a report, explained my whole situation and talked to a lot of people who deal with that kind of situations. They were very understanding. My boss told me that he'll pay the fees, but until I have a proof of that, I won't drop the case. The Revenue Agency should be able to print me a T4 and all the papers needed... Hopefully everything will be fine by the end of the summer and I'll be able to give all the requested documents! And as my file is received they might be able to give me a letter to buy me time.

Honestly, thank you SO MUCH for your message, I never heard of that kind of procedure.... I can finally start to sleep again...
