Hi, I have had two years of work visas (one visa per year) with employer A, and I am looking for a job with employer B now.

Last year when I applied for a a second work permit under the SAME employer, the rule was that I was allowed to continue working for them while the application was being processed, so long as I submitted the application before my original visa expired.

Is this also the rule when switching to a new employer? As in, if I submit a change of employer application before my current work visa ends, can I work for them during the 2-3 months it is being processed?

I would have submitted earlier,but don't have a job offer yet.
 
No - unfortunately that's not how the rule works. Assuming you have a closed work permit, you can't start working for your new employer until your new work permit has been approved.
