Switching DLIs before receiving a final decision

Hi! I need some advice regarding my situation right now.

BACKGROUND:
  • Lodged March 5 (complete, regular, paper-based).​
  • Sent an email about my deferral to Winter 2021 on July 14. Received a reply on July 16.​
  • Reviewing eligibility on GcKey since first week of July.​
  • Received GCMS notes on August 30. Notes 1 says ‘Reviewed. Satisfied SP reqts are met. Meds passed. NBI cert is clean. LoA is valid’ and Assessment shows that Eligibility, Criminality, Medical, Info Sharing are all Passed and Complete. However, there is no Final Decision yet.​

  • I initially sent an application with a college in Vancouver, so all of my details in my application are set for Vancouver. Post-degree, Business Administration.​
  • I am planning to change my DLI to a college in Edmonton for Winter 2021. Diploma, same program. I already have a conditional acceptance. I just need to pay the fees to receive the LOA.​

MY QUESTIONS:
  • Should I withdraw from the first college then apply for the second one? or get my LOA first then withdraw from the first college?​
  • Will switching schools/sending a new LOA from a different province affect my application?​
  • Is it possible I'd be refused if I don't send them my new LOA once I have withdrawn from the college in Vancouver?
  • Should I just wait until I receive my visa approval before changing?​

Any advice would be greatly appreciated! Thank you!
