My friend who lives in Quepec as PR ,wondering if he can switch his Quepec PR to Federal PR and to live in Ontario? is that possible?
Please expert guys help for answer.

A PR is a PR is a PR.

I presume he has completed his landing formalities. One must land in the right place. Once a PR, you have the right to live anywhere in Canada. The one thing I don't know is if someone lands in Quebec and immediately moves to another part of Canada, will they have any problem with citizenship later.
 
When you obtain a PR through Quebec you can live any where, anytime in and any province in canada. But when you obtain PR from federal you can live anywhere in Canada except Quebec because it chooses it's own canditates. So your friend shouldn't worry as canada is widely open for him.

Quebec and all other provinces reserve the right to rescind the PNP certificate if the application does not attempt to live in the nominating province.

that is not correct sorry. if you obtain PR from federal, you can land anywhere in canada except Quebec. but once you land, you can go and start living in Quebec.
 
You cant switch from Quebec PR to Federal PR but you can withdraw a Quebec PR application and apply for Federal PR instead. If he already has the PR and lives in Quebec and wants to move, tell him to go ahead and move. If he already has the PR but didn't move to Canada yet, tell him that he needs to land in Quebec and at least stay a while and look for jobs. After all, they gave him PR so he owes it to them. If he wants to move somewhere else later, he can do that.

Now it is understood that he can not switch his PR but he can live anywhere in Canada even with his Quebec PR.
But if he stay in Quebec for some months and then go to Ontario to live there for unlimited time, is the government of Quebec will grant him the citizenship after the legal time even if he has lived all the time in Ontario or anyother federal provinces?!
How much time should he stay in Quebec in order to have the citizenship?
Is the government of Quebec has the right to cancel his PR if they know that he don't live in Quebec or he has not been in Quebec for enough time?
 
The government of Quebec will not grant him citizenship ever because there is no such thing as Quebec citizenship. Quebec is not an independent country even though they like to think so sometimes. Quebec is a part of Canada.

The Quebec program as well as all provincial nominee programs make people sign documents stating they intend to settle in that province. If you never attempted to settle in the province, they could theoretically go after you and say you lied on your application and should lose your PR. However, I have never heard of that happening to anybody. Still, it's safer to at least stay there for a few months and look for a job. If he finds a job, he can stay longer, if he doesn't find a job, he has already tried to settle there and can move on and look for a job somewhere else. The Canada charter of rights and freedoms states that Canadian PR's have the right to live and work in any province.

There is no minimum time listed that he needs to stay in Quebec. If he wanted to be 100% sure he will not have any problems with them, he should stay for 3 years, apply for citizenship and continue staying until his citizenship comes through.
