Unless you started the MSc from scratch you won’t qualify for PGWP. I’m sorry but anyone studying, especially a PhD student, is aware that they can’t copy someone’s else’s work even if they don’t know the exact word (plagiarism). Not studying full-time because you were on academic suspension because of plagiarism will not be accepted as a reason you couldn’t study full-time without breaks.

what? are you sure about it? he has just changed his programs, people do that all the time. @scylla Can you please advise?

Has he started the masters program from scratch or was he given credit for his time in his PhD?
I think when you are doing PhD you have an option to convert to an MS or Meng degree and graduate, as the courses we take during PhD are the same as of the masters. If someone converts from Ph.D. to ms, his course credits will be transferred to the master's program. Not sure what you mean by starting from scratch. He just changed his program that's all. Why would that be an issue for PGWP? he still has a degree from canada, isn't it?

You need to be studying full-time and not take any unscheduled breaks to qualify for PGWP. I also suspect that he transferred credit to the masters program and did not start the masters program from scratch so he will have an unscheduled break in his masters studies.

okay, so you mean suspension is the issue, not the transfer itself.
