original transcript in a university sealed envelope.
If you have only one original transcript and the university doesn't make other original then it probably is okay if the university makes a copy, stamps it, puts it in an envelope and seals it. That is still a university transcript in a university sealed envelope.

Luckily my university will give multiple originals out, so the rest is me guessing.

I went to my college to get an transcript and they stated they could only seal it and send it to the other party I tried to explain to them that I needed it for my paperwork but they would not send it.

in your case, i would get a letter from them stating that and send it to CIC. in the mean time, notarize a copy of your transcript that you have and send it with your documentation.

This is what i will do. not sure if its the best thing to do.
