Original passport request April 11,2023 but then IRCC send a letter on April 27,2023 asking my dad to do Medical test..I'm confused ..what to do?

You must do the medical. You can submit the passport as well. Normally you have to pass the medical first so strange that he got the passport request first. Someone may have made a mistake.

The thing is he doesn't have his passport with him because he submitted it. Maybe a few more days from now he will get his passport back with the visa stamped on it..does he still need to do the medical exam by then?
