I want to know if anybody knows if I can apply for a super visa for my mother if I own taxes to the CRA(Canada Revenue Agency)

If your question is "apply without providing the notice of assessment," you need to provide the NOA.

You need to show you can afford to support your parents and pay for their insurance and everyday needs while they are in Canada. You will need to include NOA and your bank statements. Supervisa are created for parents to visit their children for longer amounts of time if their children can afford to support them. You need to build up your savings account before supervisa is a possibility.
